Judging Criteria
Our panels of judges will include a few of the following: film critic, producer, actor, or filmmaker. C-47 will post a link to the judges IMDB pages.
Considerations For Best Film
- Artistic Merit - (Story, Creativity, entertainment, Direction, Art, etc.) - 45%
- Technical Merit - (Cinematography, Production Value, Story Pace, Sound,) - 30%
- Adherence to the Assignment - (use of landmark, prop, dialog, Genre identification ) 25%

Paperwork Required
Team Captain's Agreement- Due at sign up and entry payment
Wrap Up Form - We want to know what it took to make your film—what happened during your C-47 filmmaking frenzy?
Team Roster - Tells us who is on your team, their job, and their e-mail address.
Team Captain Declaration-The Team Leader must sign this form to certify that all creative work took place during the Official Competition Period.
Waiver and Release Form- This is a combined Talent Release and Liability Waiver Form, meaning there's one less form you have to keep track of.
All cast and crew must sign to participate.
Each team member must sign a separate form.
Remember, this form helps protect you, the team leader, as well as the Project.

Music release Form- This form is used for music. Every song in your film must have a music release form. You have been warned!
Copyrighted Materials Release Form- This form is used for sound effects, photographs, stock footage as part of a post-production effect (including relevant video filters) and other materials.
Location Release Form- This form is used for location releases.
Organizer and judges will confirm each teams paperwork when they cross the finish line. A check list for these element for each team will be used.
Land Mark, Prop & Dialog Genre adherence, Requirements
At the Kickoff Event we will announce a prop and line(s) of dialogue just a few minutes before the Official Filmmaking Period begins. Teams can watch on social media for the elements to be announced at 6:01pm.
These elements must be included in your film.
ALL teams will have the same required elements. It's up to each team to decide how to integrate them into their own film. Teams compete for most creative use of these elements.
- Required Landmark
Each film must include a Carrboro landmark (building, monument, etc.) or identifying characteristic (e.g., bus, city office) of the Carrboro. (Note: The landmark or characteristic must exist inside city limits.) The landmark must appear at minimum on 15% of the screen for at a minimum of one second. This rule applies to 2019.
- Required Dialog
The required line(s) of dialogue must be heard or seen - it may be written. It may be in a foreign language; however if it is not clear that this is the required line, it should be translated.
- Required Prop
The required prop must be minimum on 15% of the screen and appear on screen of a minimum of 1 second, and the prop should be used in your film in some way.
Example: A rope, a map, a power cord
- Required Adherence to Genre
The film genre should be easily identifiable by judges. Adherence to the genre is part of the judging criteria. The look, tone, or script should reflect the genre.
Adherence to GENRE
Did you know judges base part of their scores on a film’s adherence to assignment? This refers to the genre and required elements. Teams must announce their genre at the time of drawing.
There are 4 genre categories. THESE WILL NOT BE ANNOUNCED UNTIL KICKOFF.
Elements in Credits Do Not Count
The required elements must appear in the story of your film. Use of the elements only in the end credits will NOT fulfill the requirement.
Total Running Time
The finished film must be a minimum of 4 minutes in duration without credits, and a maximum of 7 minutes in duration with end credits.The official running time begins after the required C-47FF slates and ends after the end credits COPYRIGHT Symbol.
The required slates do not count towards the minimum or maximum time. The film story may not be less than 4 minutes in duration. The film length may not exceed 7 minutes in duration. C-47FF reserves the right to shorten any film that exceeds the maximum length for screening purposes.

After the 2 seconds of black, some films start with opening credits. These are not encouraged, but if you use them, opening credits are considered to be part of the film, and therefore count against the seven minute maximum. Additionally, if your film has opening credits other than simply the film's title (for example, the names of directors, actors, etc.), you must include one of the following:

Physical delivery of final film
C-47FF will accept final films at 6pm November 3, 2019 on a USB flash or other hard drive. The physical drive must be delivered to a location determined and revealed at the kickoff meeting. The delivery location is TBA

We recommend that each team submit two copies of the final film.
All films received on the evening of the deadline (on-time and late) will be screened, presuming they meet the eligibility requirements.
Eligibility
To be eligible for the C-47 Filmmaking Frenzy entries:
must be the original work of the team;
must not infringe third-party's rights;
must be suitable for publication (i.e., may not be obscene or indecent);
must not contain obscene or pornographic material;
must not have a gun or weapon of mass destruction on screen;
must to show mutilation or harm to an animal(s) on screen;
may not contain defamatory statements about any person, company, organization or entity;
may not invade privacy or other rights of any person, company or entity;
may not in any other way violate applicable laws and regulations;
and may not contain any copyrighted elements (other than as owned by the Entrant and/or C-47).
Entries containing prohibited or inappropriate content as determined by the C-47FF, in its sole discretion, to be inappropriate will be disqualified. Films that are in direct contradiction with the Town of Carrboro values may be disqualified. C-47FF reserves the right to make the final determination as to which Entries are eligible. C-47FF reserves the right to refuse to screen a film or to make an announcement at the screening regarding the content of the film. C-47FF reserves the right to alter a film in order to remove or delete offensive or defamatory content.
Disqualification
C-47FF and the City of Carrboro Film Festival representatives may, in their sole discretion, disqualify Entries deemed to be inappropriate, is contrary to town values or otherwise non-compliant.
Official Winner
All certified Official Film Entries are eligible to compete for the title of Best Film or Best in Genre of the Carrboro, NC C-47 Filmmaking Frenzy.
